The new Brescia-Bergamo-Milan (Brebemi) connection is the first Italian highway infrastructure to be implemented under the “project financing” structure, meaning it was processed entirely through self-financing. Financing of the investment was obtained approximately 79% through bank loans, and 21% through funds provided by the entity’s partners (equity). The investment will be recovered exclusively through the income obtained from the highway tolls and through the receipt of a final payment by the new concessionaire that will take over administration of the concession through a public proceeding to be performed at the end of the concession period.
This new and important highway, which measures 62.1 km in length, has a high degree of connectivity with the local network, with 15 connection points (6 of which have toll booths). The project also includes various other important aspects that improve the area’s roadway network, most of which are aimed at improving travel conditions for entering and leaving Brescia and Milan.
Brebemi S.p.A. has developed a comprehensive model for managing its industrial activities (design, execution and management of the Brescia-Milan Highway), and has received quality certification ISO 9001, environmental certification ISO 14001, social responsibility certification under SA 8000, as well as workplace health and safety certification ISO 45001.
After the construction stage was complete, maintenance and management of the highway project was entrusted to Argentea Gestioni S.c.p.A. under a global services contract, and it became the “operating arm” of the project. At that point it was determined that increased compliance with the environmental sustainability objectives and workplace and user health and safety standards would make it possible to obtain certifications in environmental management (ISO 14001) and workplace health and safety (ISO 45001) based on the Argentea quality management system, with Brebemi retaining only certification ex ISO 9001:2015.
The certified management system incorporates all three aspects of Quality/Environment/Health and Safety and was completely updated from the previous versions and made independent from the sector leader Autostrade Lombarde S.p.A., in order to increase compliance with the business endeavors of SdP Brebemi S.p.A. and Argentea Gestioni S.c.p.A.
